The BCC working group is developing guidelines to harmonize existing methods of monitoring and evaluating net use interventions for program planners. The group also assists the AMP to find consultants for BCC support.

Monitoring and Evaluation (M&E)

The M&E working group provides support to AMP in activities related to improving the effectiveness of LLIN campaigns and scale up distribution. Activities include (1) advocating for and standardizing a minimum package for M&E, ensuring consistency with RBM/MERG. The package encompasses three levels: administrative reports, post-campaign assessment, and special evaluation activities; (2) Monitoring M&E planning for each campaign and advocating for appropriate M&E strategies and funding. Generally this includes requesting updates on M&E planning, discussions in the terms of reference for country visits, and verifying that all funding proposals include M&E plans; (3) serving as a repository for M&E reports and guidelines; and (4) coordinating responses to requests for technical assistance.

AMP organised in May and June 2010, English and French language M&E workshops as part of its goal to increase country capacity to plan, implement and evaluate the scale-up of LLIN coverage and utilization, largely through mass distribution campaigns. Operational Research

The Operational Research Working Group links with interested individuals within and beyond the AMP and, with an emphasis on endemic country perspectives, identifies and periodically revises a list of priority Operations Research issues for scaling up LLIN distribution and use. The group advocates for funding for such priority issues and links funding agencies with appropriate institutions to conduct operations research. Additionally, the group serves as a repository for operations research reports, protocols, results, and databases from published and grey literature in order to more widely share experiences and approaches designed to measure the effectiveness of interventions related to distribution and use of ITNs.

Progress to 2010 Country Focal Point

The Progress to 2010 LLIN Distribution Tracking Project works through the RBM network to reach National Malaria Control Programs (NMCP) and malaria partners at country level to track progress on LLIN availability, distribution plans, and financial/technical assistance needs. This supports the work towards the target to ensure 80% of at-risk populations are using LLINs before December 2010. Data collected informs RBMs Roadmaps towards achieving 2010 targets and the global malaria communitys report to world leaders in September 2011. The project also determines technical and financial assistance needs, coordinates implementation support for each country, and forecasts expected LLIN needs in order to support manufacturing pipeline preparedness.

Toolkit

In 2008, the Alliance for Malaria Prevention published a toolkit for planning and implementation of mass distributions of LLINs. The toolkit targets staff of National Malaria Control Programs and partner organizations. The sub-group will revise the toolkit to provide additional materials from countries that have undertaken universal coverage distributions.

Ensuring appropriate use of the toolkit has been accomplished through capacity building workshops for NMCP staff representing 32 countries. The sub-group will continue to plan and carry out workshops designed for national and district level malaria partners focused on logistics, communication and social mobilization.

The subgroup responds to National level requests and provides invaluable and hands-on training that ensures that the country is on track and can effectively carry out their campaigns.
